Are there civilians who fight in Star Wars?

Are there civilians who can join the army of the republic in Star wars? From what I take its all clones, hairy monkey creatures, and jedi's? Its obvious that the empire is evil so why don't the people of the republic fight? From what I see the clone army is running low on fighters.
